But if you, do that in Steam Settings; very simple.
Overall, those never on unless you turned them on.
Never disable Steam Overlay; just disable the FPS Counter if u dont want that.
Then its another app doing it; seriously; you should know 100% every little app and setting on your PC; it's YOUR PC. Find it and disable it if you find it to be a problem.
Also I'm not 100% sure, but AMD or NVIDIA might offer this featue as well, per their software.
I don't really use Geforce Experience, so I can't say 100% yes or no, in that regard.
Yes please check that. In fact just never install it, not like you need it.
If you download Process explorer, you can look at the loaded .dlls and the threads, any loaded modules like overlays will show up
