Looking For A Good WIFI PCI Adapter for Gaming
Here are my current pc specs; https://pcpartpicker.com/list/P2FjD8

I am looking for a good pci adapter, I am looking into this one currently: https://www.amazon.com/dp/B007GMPZ0A/?tag=pcpapi-20 as I see a lot of good reviews on it, but I am wondering if this will suffice for gaming multiplayer in high quality?

I'm hoping to have as low as ping as possible; hardwired/ethernet is not an option under my house rules unfortunately ;-/

Unless the Wifi adapter has direct visual to the router, i.e. not counting on signal reflection or penetration, most of them have similar performance at the end of the day. You will not have an advantage for online FPS through wireless no matter what you do.
For gaming wired is always better than wireless. If you don't want a long ethernet cable through your home try getting a pair of powerline adaptors. They will give you a much more stable connection that will not be affected by wireless interference.
All WiFi is no good for Gaming
It has external antennas and is from a pretty good brand. I would buy it and try it. If it's not satisfactory, Amazon is amazing for returns.
Will connecting my pc to an extender via ethernet cable work? Im not allowed to move my modem from where it is, so will doing this give me the same fast results?

My extender is a netgear ex6200

Whatever wireless section there is, it'll be your main source of high latency.

If the extender is cloning your wifi you should already be using it. If it has a seperate SSID and password then yes connecting to it will likely be an improvement. If it still sucks you either need a better wifi adapter, recommendations not be as good as you expect as it all comes down to your home. Whats behind/under walls and floors, location of furniture and what they a made from.

The best connection that is stable is wired. As I said previously if wifi sucks and you can't find an acceptable level of ping, speed and stableness purchase a pair of powerline adaptors. Plug one in next to you modem/router and the other near your system. Then connect them to the modem/router and system using the small cables. After that you network will use your homes electrical cables as a long ethernet cable giving you a wired connection without a long cable through your home.
Hmm ik wireless isnt the best option but its not under my house rules lol which sucks...i may have to look into the powerline adapters option again...pricey $

If anything, can I still finish the setup of my PC without internet? I still need to install windows, connect my monitor to run BIOS, and install drivers..?
Asus PCE-AC88

Depends on your router and budget. There's no point getting it if your router can't support it's features.

However, I would highly recommend:
- AC Wifi (router needs to support AC too)
- Duel-Band (router needs to support 2.4GHz and 5GHz)
- Beamforming technology (router need to support beamforming too)
- External antenna placement
- MU-MIMO
- QoS (router sets up this Quality of Service)

Without these, you could have deadzone/dropout issues and a headache when it comes to online gaming. Those attentions behind the case can be blocked by the metal, etc (depending on where your router is located) so it's much better as external (then find the best position). If on budget: You would be better off with a long CAT 5e or 6 ethernet cable just running across the house.

An ethernet powerline adaptor would be a better choice than wifi. The best solution is to run a long cable around the house. When that isn't an option, an ethernet powerline adapter is a good alternative.
