probably a bearing in a fan somwhere. I would find out which fan and replace it before it dies.
Is it loud? Could even be mechanical HDD
its not that loud at all really like i said it lasts one second and then goes away. i didnt think this was gonna be anything major but im glad you guys are honest with me. i just bought this gaming pc in april of this year wtf is going on?

sometimes it dont squeak after shut down what does that indicate to you? like i said it happens only at shut down

Since its a noise like that, simple way to do yourself, disconnect all extra Fans except CPU Fan; as well as just SATA Power for any Drives. Power on the system and enter the BIOS, give it a minute or so, don't want to be cycling the on/off power too quickly. Then power it off, either hold the front case button for 5 secs and let go, or do it via the rear switch on the power supply. See if you notice any changes.

from what i told you is this a serious issue or probably nothing to worry about?
Hard to be 100% here; but overall I'd suspect you're hearing mechanical HDD spin-down, which is fairly normal. A fan bearing is possible, however bearing that perhaps grind a bit at power-on/boot-up and then clear up over time seems much more likely when its a fan bearing. You generally not going to hear fans make noise upon spin-down and such.

i looked up the word beep and it said, "the beep is also sometimes used to notify the user when the bios is not working or there is some other error during the start up process." but from what i hear, i can even say it sounds like a very quiet and faint beep im hearing. i hope my bios is working and there is no error or problems :(

i take back what i just said about the beeping noise i listened to it again after shut down and it sounds like a very faint and low squealing or squeaking sound.

remove side panel.

it will not be the first time that a wire is blocking a fan from spinning properly causing the 'noise'.
easy to do and easy to rule out as cause of 'noise'.

Does the sound fade away over time, or does it continue?
i will try to follow the advice i was given in this thread im not a pc repair man. the more i think about it, isnt it NORMAL for computers to make certain noises sometimes as long as its not a real technical problem that is going on?

Noise is normal. Think about all the noisey bits and maguffins in a modern PC.

Every fan in your PC has a whirring electric motor and rides on a bearing, which makes plenty of mechanical noise. There's also the sound of the fans rotating through the air. Even relatively quiet fans are still quite audible.

Your graphics card has a cooling system of it's own, usually a pair of cooling fans with all the associated noises. Blower cards can be even louder - I'll never forget the earsplitting dentist-drill shriek of my first Nvidia blower card.

Power Supplies are rarely silent. My PCs both use Corsair AX systems, which have a quiet hum that I've gotten used to. Less overkill models have cooling fans, and some produce "Coil Scream" - a squealing noise from their wire coils.

And finally you have Hard Drives, which can make absolutely blood curdling noises even when 100% healthy. An HDD is a spinning metal disc with information carved into the surface - that carving process can make a horrific grinding noise, which can continue for a while after shutdown.

Could be a capacitor.
what makes you think that?

HDD are not a dam "Record" there is not physical touching; it does it magnetically. Good lord...

HDD make sounds due to spin up, spin down, and the needle arm moving, or resting back to default position.
