Yes both cables are pluggged in. I do not believe it to be a cable or monitor problem since the problem is persitent on both my monitors via two different cables...

I didn't think of that actually. I have no experience with over- or underclocking. Is there any other way to troubleshoot such an issue?
It is an AMD card you are using?
If the visual issue is still present, then it is most likely game settings; such as Ambient Occlusion.

Start with your drivers first. Revert back to an older driver to see if that fixes the problem.
Also, do you or a friend have another gaming monitor you can try so we can isolate the problem better?
Most Monitors, the mode is not a refresh mode of any kind, they are usually just Color Presets is all. For that Display, try the Theater Mode. It can be a little dark for games that have night time; but overall it is the better mode for color richness and the richest grey/black tones.
If factory default now; then ensure Splendid Mode and AI Light are OFF
