Nvm, I thought you meant the AMD 4640 graphics card but you meant the Athlon CPU.
CS GO and GTA V are two games with vastly different requirements, you can run CS GO on a potato while GTA V wants decent CPU, preferably i5.

FM2 is not an upgrade and really is nothing to upgrade/buy any longer.
Only reason that was a decent option was for maybe $400 PCs for those who were on tight budget intending to use the AMD A-series onboard Radeon GPU.

My PSU just cost me $25 after the rebate and the cpu and mobo will be $50 after rebate. The case was $40 I think. Or $60. The 270oc was $110 a few years ago.

The AMD APUs is decent desktop machines but it's not good for gaming.
Even the FX stuff wasn't really competitive for gaming.
Cheap gaming with the Pentium G4560 would at-least have an upgrade path.
Now I'd say very cheap: G4560, similar price point: Ryzen 5 1500X, bit more expensive Ryzen 6 1600, more expensive: Ryzen 5 1600X or i5 7600K, best i7 7700K or Ryzen 7 1700, 1700X or 1800X, but the 7700K is likely the best for right now.
