There can't be "no BIOS". Unless something is seriously wrong with the motherboard.

Seriously, unless it has been upgraded frequently, it's not worth the hassle.
You don't have to be so rude. I think this is my first time opening the side panel of a desktop.

If someone says, only fans and hdd are turning,
well there is no bios. No matter if its on the chip. Its not running.
"Is there sunlight in the night?"
That just means something is wrong, and thus the system won't POST.
Doesn't have anything to do with the BIOS working or not.
The most common reason for this are:
- Failed OC
- Incompatible RAM
- GPU extra power connections not plugged in
- EPS 12V not plugged in
- I/O shield and Motherboard not aligned correctly; to where parts of the metal shield are touching the inside of LAN/USB port (yea it happens)
- Stand-offs > too many, or none at all.
Best bet is take the motherboard outside of the Case, sit it on a box and test it with the very basics first; then go from there.
Sometimes you may need to Reset CMOS in order to get it to boot properly again.
Or you ask, no bios just fans and hdd spinning?
Because that can be answered by ears and eyes.
If then the cables fit in,
then you can suggest to have someone look at it, or try to solve technical things over a forum.
