Wipe GPU Driver completely off the system and redo it fresh.

SOLVED - YESSSSS..HAPPYYYYY.. Got it FIX.....
After deleting..all UPDATES from windows.. (after the date Steam Stop working)
Deleting all STEAM files from windows... for a FRESH install...
Got 2 others things there was inportant:
1 - The Application Experience on SERVICES was disable... Did Enable it to AUTO & Restart PC.
2 - I found that AVG PC Tune up had the STEAM Program on SLEEPING Stage - Not active and .. as I did TURN OFF the Avg Pc Tune-Up to fix the current problem... so It was impossible to activate it!

Well.. Now STEAM Launched and is working again!
Thank you for your time and support!

AVG, there's your problem.

Windows Updates cleanup is simple and easy; just use Microsoft Disk Cleanup, the OS comes with that. Whenever there are junk from Windows Updates to clean, that is an option in Disk Cleanup.

Application Experience never even needs to run.
