The bookmarks will look like this: http://louisfortier.ca/upload/gw/steam_overlay_mod_final.jpg
1st go to your steam directory > Resource > layout > overlaydesktop.layout, and open as notepad.
2nd, in the controls paragraph paste this,
BookmarkID { controlname="URLLabel" labeltext="BookmarkName" urltext="http://your.url.com" style=sidemenu }

3rd, change the bookmark id to something relevant, no spaces and replace "Bookmarkname" with what you want to appear as on the steam overlay (it can have spaces), and urltext to the URL of the website you want bookmarked.

4th scroll down tot he bottom, you should see "place { controls=blahblahblahblahblah" at the end of the quotes add the phrase you put when you replaced the bookmark ID (in example I would add a comma and put soundcloud, make sure you don't remove the quotes and the quotes are at the end)

Hit save and tada! Once saved, close out of notepad then reopen the file just to insure its saved, if done correctly when you look in your steam overlay you should have more bookmarks.
Fairly simple process, if it doesn't work, you should have a file amed "overlaydesktop_lore.layout" open that and do the exact same thing as listed above, remember to remove it from the older file just incase.
Means you can use them multiple times throughout the interface, and use shellcmds to open them
Holy cow. That is some... nice guide.
But I don't really understand why do you overcomplicate things so much.
Here is much simpler solution:
1. Create a MS Word file "Bookmarks.doc" on your Google Drive (or other similar cloud service)
2. In the doc file save links to pages you wish to bookmark
3. Get a shareable link to the file
4. Set the shareble link as your new steam web browser home page
6. Enjoy
Of course you can use other file formats. But doc files provide "clickable" links too.
I have Google Drive app installed, so all I need to do later is to edit the bookmarks.doc and google will auto sync it -> thus my home page will update as well.
Easy?
I really hope they do this sometime soon.
A good idea for those that are happy to use google services. I know for me though I wanted something more comprehensive, configurable, and personal. That and I had a few friends that were really interested in the idea, I made the guide for them and modified it a bit and made it public xD
