Contact the IP holder of the game and ask them to put it on Steam. They are the only ones who can do that. Not Valve.

And no the IP owners of the game are not going to be looking here to see if people are still interested in their game. Valve is also not going to ask them if they can bring the game to Steam, they are not going to forward your messages to them. You need to contact them yourself.

I think if capcom wanted it on steam, it would be on steam and not only on gog.

They are available on GOG right now exclusively. Capcom clearly knows that.
