Yes, but I honestly don't think $10 or even $5 (physical) steam cards exist anymore, if they ever did to begin with. I can only ever find $20 or $50 ones. They seem to be the only ones that exist now.
Most likely they no longer exist as they are not profitable.
Think about it, why waste time and money making a physical card that one could just buy the digital version of online?
