It is up to each individual retailer what merchandise they carry, including gift cards. You need to ask your local stores to carry them again. Usually when a retailer stops carrying a product, it's with good reason, so don't expect the answer you want to hear.

Yes, but I honestly don't think $10 or even $5 (physical) steam cards exist anymore, if they ever did to begin with. I can only ever find $20 or $50 ones. They seem to be the only ones that exist now.

Valve never did those. They've partnered up with companies that supplied them.
Most likely they no longer exist as they are not profitable.

More and more people now have their own bank cards and the need for the physical Steam gift cards is not as high as it is to be.
Think about it, why waste time and money making a physical card that one could just buy the digital version of online?

There are also a quite a few retailers that still stock the variable load cards. The ones you can load up any amount from $10-$500. https://imgur.com/a/CUoFn

Due to all the issues with gift cards lately, I would just suggest using the Steam Wallet option on the Steam Store. Unfortunately, criminals are getting rather crafty in regard to physical gift cards. Many stores are axing gift cards entirely, locking them up, or are having the manufacturers send new altered ones that have slightly more security, which steam cards do not have.

Your safest bet is to use the steam store.
