Banned accounts should not be able to get or give awards.
While banned, banned accounts should not be able to get or give awards. After all they broke the rules, why should they be given awards and points for doing so.

And seeing as how they are banned from posting on the forums, they should not be able to give awards either.

I would argue they should lose the ability to give and get awards everywhere on Steam, but I doubt that will happen. We also know that people will just find other places to give them an award, which is why I suggest lose the ability everywhere on Steam.

I would also like to see people who have been properly banned many times, lose their ability to give and get awards everywhere on Steam. After all they keep breaking the rules, why should they be allowed to get awards after they are back.

At the very least, consider a 30 day block from giving and getting awards after someone has been banned. I'd prefer 30 days for the first ban, 6 months for the second ban, 1 year for the 3rd ban, gone for good on the 4th ban. After all, they haven't bothered to change their behavior, so why should they get or give any awards at all?

Moderation decisions should be taken from a standpoint of minimizing harm and incentivizing good behavior, not from "I don't like this guy so I want Valve to punish him harder."

Odd comment from someone who calls others on discussion threads roleplaying Valve employees, which by definition would fall under "I don't like them."

Accounts which have been banned from the forums already cannot give awards on the respective forum, actually. I do think it would discourage award farming/baiting to refund awards & their points back to the user who sent them, if the post they had sent an award to was moderated - a similar system already exists if you reset your password shortly after giving awards, as far as I know.

Beyond that, I don't think the system needs to be changed or be as harsh as you suggest. Not all of the people who constantly troll the forums even do it for awards anyway, they just do it to be disruptive especially because there are no permanent bans anymore and no punishment for ban evading with alts. Solve those two problems first and you will see major improvements.

It's important to consider game hub bans as well - while a lot of people are dishonest about the reason they get banned for, it is true that there are some hubs where it is much easier to get banned and for much less, because of the developer's poor moderation of the forum. So extending forum punishments to profiles beyond what's already in place (automatic community bans if one ramps up multiple hub bans in a short period), I think is unnecessary.

Good point, that is literally what this idea would do.

Incentivizing good behaviour by only allowing those who valve believes is in good standing to use features like awards is a good idea.

Don't see why it would be an issue, its similar but definitely different and doesn't make sense to try to discuss it in the same thread. If you feel that its somehow against steam's rules just report it.

If you think I broke the rules, then report me but just because both threads are about awards, they are not the same topic. One is about limited accounts and one is about banned accounts. Also there is no rule against something like this. If there was then all those accounts that keep ranting about moderation every time they get moderated (posting multipul rants at times) should end up banned.

At least my posts are not rants, they are actually suggestions that could help make the forums a better place. About the only people who wouldn't like my 2 suggestions are those who keep getting banned and those who use limited accounts to get around bans to post/farm/spam/rant on the forums.

So shouldn't effect all that many people now should they.

Also noticed you didn't even bother to try to counter my idea or point out if it was bad or not... you just said I shouldn't be able to post like that.... interesting....

100% support this, but doubt Valve is going to do that now, so putting in some controls to help against the chaos would at least help a little.
