Hard pass on it
The 90s era of midi music, followed by full-on Myspace music was awful. There's a reason this died out.
Heck, most proper websites which auto-play vids now have the sound muted by default.

Myspace also go sued over it.
They aren't setup like YT etc where things will automatically be recognized and removed, because they aren't that kind of service, they're a video game store library service.

NO! Which you could have read all those other threads on this topic if you had bothered to use the search feature and seen just how hated this idea is.
And if Valve did for some really dumb reason do this, it would have to have an on/off feature and be off by default. And anyone who puts it on their profile should not be allowed to turn off the feature so that they have to live with the annoyance which they support.
That being said, I very highly doubt Valve would put something this bad on Steam, but thats what I also said about the stupid awards crap.

Why though?
Steam isn't a social media site. Most of the profile stuff is supposed to focus around Steam, not things outside of it. Steam doesn't really offer music outside of the devs who want to sell OSTs.
If they implement anything with music, it should only revolve around what OSTs are sold on the store.
To be fair, the amount of customization that MySpace allowed was ♥♥♥♥♥♥♥ insane and awesome at the same time.
It was great setting up your page with all the cool HTML widgets and such. It was ahead of it's time.
I suggested this be done with game music via Steam Community Market items, like the other cosmetics that you can get from badges.
People still accused me of wanting stolen music but I was talking about developers only including such items where they had the rights to. I was told that the vast majority of games license their music which... is debatable, I think that's a bit much of an assumption for people to be making as there's plenty and I do mean PLENTY of games that compose their own original soundtracks.
...and of course, the necessary settings should be included where the you'd have to opt-in via the settings if you wanted it to autoplay instead of just be a button.
Let's not forget that like Valve did with profile animations.
