Fix dr dapper topper circling heart + 13 other orbitting hats.

Their was a problem before that effect was stuck inside neck, and the unusual slider did't work WHICH IS NOW FIXED.

HOWEVER!

The effect now only moves as high as the expected default location aka lowest point of the hat where the effect would orbit if the hat was't broken.

While working hats with the effect can be moved up really high.

Why does this bother me still? Well the effect is cliping thru the soldier rocket launcher and being only 25% visible most of the time, while if i could move it just bit higher it would be fully visible all the time.

Plz fix the dr dapper topper circling heart completly along with 13 other hats that are broken.
