allow pre-install for Early access games.
why is this against policy or something? it would be nice if we could pre-purchase and eventually pre-install upcoming games that are in early access. pre-install is the most important.

I've done this with a few games on steam in the past, it's up to the Devs usually. Pre-load is usually only available a day or two before, and only at the Dev's discretion.

That is decided by the game's developer. They decide if they wish to have a pre-load or pre-install as well a when to do it.

oh, I've always been told it was a steam policy, not devs when it was in regards to early access games.

Nope, Devs can choose to set up preloading or not, just like they can choose to label a release EA or not.
