No Steam! Don't remember even just my username!
As these computers I manage are shared by the family and sometimes used by friends, and Steam seems to store its data in an all users directory, the last username which Steam was accessed with is displayed when logging into Steam, regardless of what user is actually logged on to Windows.
This is not good practice!

How about adding an option which can only be changed by administrators that disables Steam from remembering any passwords or even just the username of the last Steam user.

The Don't save account credentials on this computer setting in Steam gets the job done, but this can simply be unchecked by any user! Make this option so that it can only be changed by administrators, as if it is this easy to disable, then it's kind of pointless.
Also remove 'Remember my password' from the login box when that option is enabled.

Or, save the Don't save account credentials on this computer setting as a registry key, so that I can lock it down.

The "Don't save account credentials" i think also deletes your Steam Guard file.. so no trading and so on.., but i may be all wrong abut it

Over all i think the reason Steam start like that is as its running from its own folder alone... and is not really connected to much else making it a real stand alone more or less

Any way these may help you for now... maybe?
