FC25 seems to be on permanent "mixed" reviews, so it's not like that was a surprise.
But jokes aside, buy games, when they are in a state you agree with. Don't buy on promises and you won't get burned.

Everyone has opinions about time limits for every genre of games. Some people think RPGs and 4X games need longer than two hours too. The reality is every type of game isn't going to have it's own refund period, that would be too confusing. And people will want to argue a game is mis-categorized any time it's convenient.
The current refund system is a compromise to get some utility and some options for what is sometimes a complex issue. It's not perfect, it never will be no matter how one can imagine changes. It has been consistent for a decade though, and we've all managed to survive every crummy game before FC 25.
Besides, with your play time, even with some policy changes you'd still be way outside eligibility. How many hours do you imagine your suggested changes would allow for again?
