Tell your friends when you get 100% of a game in the Friends Activity Tab
Like GOG or PSN does, I think that would be cool to know when my friends complete 100% of a game in the Friends activity, we already have an update where when you get an achievement, it tell in the Friends activity, how about one that show to your friends that you got 100% of a game as well? :er_wave:

Only a single time and not the cheat-y way with commands or SAM to spam 100% every day...?

Also if that bother you, make an option to silence the friend or just remove them from your friendlist.

Well, remember, you are not a Valve employee, so you are unlikely to be able to offer anything but a guess as to why something is not a feature. And given how Valve Time is, the actual answer could just as easily be "they just haven't bothered yet".
It already shows every achievement you earn. The problem with showing a "100%!" notification is that "100%" is a description of the current state of your achievements, not something you independently achieve. The game could add or remove achievements at any time.

If you're proud of getting 100% in a game and want to tell your friends on the activity feed, there's a free form textbox at the top and you can put whatever you want in it.

This exactly. The alternative is if they message their friends regarding it "Hey got 100% achievement", they can then give their "cool bro" and move on all the same as if steam were to spam others about their various friends achievements. Likely the reason that is not a thing to begin with.
