For xxx Game, Show the Top Players that Played this Game Most (by Hours)
For xxx Game, In Community Hub, Show the Top Players (Steam Profiles) that Played this Game Most (by Hours).

Basically, I want to know who are the top players (Steam Profiles) that played that specific game the most (by Hours), by that, I will know who are the fans of the same game I like and then I may hookup with them for co-op/MP sessions, guides, etc...

Run game, keep game running in background to skyrocket to the top of the list.

People will do anything to get to the top of a list, just for bragging rights. You won't get many who played to get those hours when it is too easy to log more time.

Yeah, that's another thing, Steam should be smarter on calculating game play time, like below:

If Game Window is NOT Active --> then stop Game Play Timer
If Game Window is Active and No Key Pressed (in Keyboard and Gamepad) since the Last 15 minutes --> then stop Game Play Timer
Resume otherwise

Spam is also a thing to consider.
People on that list may get unnacounted ammounts of spam friend inivtes just for 'being top players'

That has been discussed before. The system resources to continuously detect activity in a game would impact game play. It would also be on the game's developer to implement part of the feature (at the least) on their end. It wouldn't be worth it just for more accuracy and that accuracy would only be needed for such a feature as you had suggested.

When will people understand that just because I like the game that doesn't mean I will want to play it with you.
That is an example, some games are designed in such way. At the end you can chose to accept or not, not all people like you, and you can stay offline all the time if you want.

It is just like there are a lot of great games put to the dust due to the lack of interest or online activity.

Yeah, that is issue to consider. In fact I have this problem in Blizzard Client (Diablo 3); too much spam friend requests. But we can block the user and won't able to send friend requests anymore.

I agree that this might affect system resources and Steam Overlay is already heavy I guess, but I think Game Play Timer is only on Steam-side (not Game feature) and Steam is already actively monitoring your keys stirkes (waiting for "Shift+Tab" to display Steam Overlay), so perhaps some adjusting and combination of functions can do the job. But yeah, it could affect system resources.

Shift tab is an open command due to the overlay already being there. Your key strokes are not being monitored, nor is Steam monitoring anything else in there. Achievements are given when a command from the game interacts with Steam. Steam isn't detecting anything.

As the game is launched through Steam, Steam can tell when a game is in use and when it is turned off. This is a smaller, passive, process that uses far less resources then an active process such as monitoring input devices.

Lots of times people add me to trade aswell so I gotta accept all requests just incase someone actually wants to buy the thing I've been trying to sell for days. Getting a "hay i wan portal 2 coop plis play" just because my name has "portal" in it every day gets old quick.

Currently my Farm Sim 2011 review is the most popular one and that is in a way being on top of a list, and I keep getting people asking me to play it with them.

This sort of adding behavior should not be encouraged by adding a list that basically screams "ADD THIS GUY BECAUSE HE WILL TOTALLY ACCEPT THIS"
Maybe you shouldn't review that game :)
But you have a point here, I got some friend requests because I have that Dota 2 item that they are interested in.
While I think it is cool that you have the most popular review, but maybe you find it disturbing from your side.
I think at the end there are some consequences being part of community anyway.

Listing it in your way, which I think it is logical, I think it will be impossible to avoid cheating Game Timer.
But this should not stop us from bringing new ideas because of cheating; for example, most of us know that Steam Achievements feature is broken and people are cheating the hell out of it, but that is not an excuse to say, well, let's remove Steam Achievements feature.
