Note, it's added when you use the "Enhanced Steam" addon for Chrome and Firefox.
That is because he's using enhanced steam. That is a mod, not something steam has for the vanilla client.
However this thread is more about the suggestion for a blue corner banner for games in the 'early access' category, similar to how DLC content has a purple banner that says "DLC" on it, so you know before you click, and at a glance, the unique category of the product whose image you are considering clicking on.
Text is easier to miss, when the picture is the main and prominent attraction.
(especially so for the small game icons, such as in the top 100 lists, new release lists, etc in the steam client, on those lists the icon is the prominent feature, second comes the game's title in a larger bold white font, in smaller font and greyish lettering comes the title's categories which can include 'early access' as not the first listing, but the second listing so you really have to look hard to figure out which games are early access games in the steam client right now)
Steam it self dose not add that mark automatic.. its the Dev that adds it when he uploads the photo
So if we want it we may be better to post to the Devs of the game them self
