报告翻译问题
Go to were Steam is installed -> Delete every thing but not:
steamapps (these is your games do not delete them)
userdata (some saves you may not want to lose)
skins (your skins no need to lose them)
steam.exe (main Steam file needed)
Then after you have only these folders and program active steam.exe as administrator and walla it will reinstall Steam no game lost
Do note some save games are stored in userdata\<user-ID>\<app-ID>\ so if Steam Cloud isn't enabled, you can lose saved games with your method. Uninstalling the client is often unnecessary; as you can just re-validate the client too or use flushconfig.
"C:\Program Files (x86)\Steam\bin\SteamService.exe" /repair
(If you have installed Steam to another path, please replace C:\Program Files (x86)\Steam with the correct path.)
This command requires administrator privileges and may take a few minutes.

Doing the Steps I posted also does not delete user data so the saves will remain safe. As the saves in user accounts are saved in a different location.
