I am not sure what you are saying here...
See, some mod authors can edit or get others to edit a video review for them, but it isn't steam's job to do it....
Or are you suggesting that Steam could implement a review system much like seen in the Store...where people can leave a review?
Where would the reviews be displayed?

Exactly like the system in the store, reviews at the bottom of the page, anyone who downloads the mod can leave a review.
What do you think about that?
I do agree its not the best.. but seening how game reviews are going the amount of spam you get there will make it useless and i do not think you need to add work for the mods
If the workshop modder can influence ratings, the whole system becomes useless. But if he can't, nothing prevents him from a fit of unrelated rage. (As an example, people who hate the author spam his contributions).
A report system is needed, much like the ones publishers already have for their reviews : reports by a user would do nothing, while reports from the owner collapses the report automatically.
If the mods find out the owner reports reviews with no good reason, he gets his "report" function skewed or removed, either temporarily or definitely, on a per-item basis.
Then pose itself the trouble of updating items. If a workshop item receive negative reviews because it does not work, but the owner patched it, should these reviews stay ?
Outdated reviews should NOT be deleted (otherwise, you give the unscrupulous owner a free "get-out-of-jail" card), but instead shown as reviewing an outdated version. Change colors, make a banner highlighting that it's referring to an outdated version (bonus points if version number is specified), and maybe some people will read that. (I, of course, don't think so, but since it's popular for other users...)
I'm sure there would be other improvements or concerns other this, but I can't think of anything else right now. I'd be better off leaving this to others.
EDIT : Good point, I forgot it. With such system in place, I wonder if Valve would bother updating it. Months ago, I wouldn't think so, but as of now, I'm not so sure...
