I'd say definitely for the extremely rare ones like even the under 10% achievements should get a nice little tune but especially for under 5%

I wouldn't go that far and ask for the ability to choose the sfx, but having a sound effect would already be a good thing.

TF2 has sounds. It is possible for game devs to add sounds. They can also allow it to pop up in any corner or let you choose which corner.

There was an app for this and other tweaks but the user was permanently banned from the community and the app was removed from the store. I don't know if it still works but...
