You can only change skins without the cash shop on the Java edition. Which isn't 'illigitimate' by a long shot.

More like Microsoft. Mojang is just a studio that works on the game now. Microsoft owns them and the Minecraft IP, so decides what to do with it.

Personally I don't think you should hold your breath. There are a few games out there that found success outside of Steam, like Fortnite, Roblox, Genshin Impact, League of Legends, and Minecraft. There's very little reason for these companies to bring those games to Steam at this point. (LoL was on Steam, but they pulled it to establish their own thing.)
If Minecraft were struggling hard to actually find a userbase, bringing it to Steam would probably be beneficial. It's not though, so I don't think we'll ever get it here. Just it's spin-offs...

i only bought minecraft one on xbox live arcade but id very much like to own it on pc if they would let me
They already have a Marketplace. Valve would get a cut of the profits here too.
