No, that is the "by Valve" as in who makes them. That is not the seller.
The one you linked to says "Sold by EA Electronics and Fulfilled by Amazon. Gift-wrap available."
Those selling on Amazon are 3rd party retailers. They purchased the cards at face value from a store and are reselling them on Amazon.
While some may feel the price isn't worth it, for some it is the only way to get Steam Wallet funds as their local stores do not carry them.
I suggest asking who ever gives you the Amazon Gift cards, to give you Steam cards or a pre-paid Visa (or such) instead.
I mean they sell the things at Walmart, Target, and BestBuy.... its not like those things are 'rare'

He is suggesting that Valve put them on sale there for a reasonable price, not that they are reasonable a reasonable price.
