Select PayPal currency
Given the recent troubles with PayPal, and that only select currencies are now available, how about Valve just adds the option to select one of the supported currencies when making a PayPal purchase, even if that is not the currency that would be used for a credit card purchase?

This is a feature that you should really have anyway -- my PayPal balance is already in one of the supported currencies so I get charged extra fees when you try to force it to my local currency.

For that matter, my credit card also supports native balances in multiple currencies and I would get less fees if I could choose the currency for each transaction, or at least in advance for each payment method.

you wont be able to bypass the restrictions
the currency you use on steam is tied to your region. Steam wont change that.
What you're attempting to do is fraud.
It doesn't work that way. You'd have to change the bank/card that your paypal account is linked to.
Buy Steam gift cards in the grocery around the corner and fill up your Steam wallet, then you can buy whatever Steam is offering with no bank or payment processor knowing.

Problem solved.

How is it fraud? Lots of online shops let you choose the currency you want to shop in. The main reason Steam doesn't is because of the way it handles regional pricing, but there are ways it can do both if they want to.

Precisely. It's not about banning specific currencies, it is about banning Steam itself after all. You are correct to identify that his mistake was to take the stated reasoning as fact and try to meet Paypal's demands in good faith when the stated reasoning was mere excuse.

You can still use your PayPal balance to buy a wallet card online, i.e. from Amazon.
