I haven't used it myself, but it pretty much does what you want.
Right click on a game, click on properties, then click on installed files. The backup option is there.

Well, I believe you're not familiar with the term offline installer. Usually, that's one file that can be used to install the game on any PC, without requiring any launcher to be played.
That said, what would be the benefit for Valve and the game devs/publishers? Keep in mind your own personal reasons might not actually be something compelling from a business POV.
That's why I said it'll never happen on Steam. There's no benefit for them, only potential loss.
I'm very familiar with the term yet the OP's reason for an offline installer is because he only only wants to download a game once. He literally wrote it in the opening post. You chose to ignore it.
I use the copy, paste method and never have to redownload games, so mission accomplished, only downloaded once.

Then you only play DRM-free games.
I just backup stuff to an external or storage drive so I don't have to download it again.
Then when I want to play it, close steam, move it with the manifest to the install location, load steam and let it only download any updates. Simple.
You can copy and paste the files and store them yourself, but with updates those 100gb game will be out of date with an offline installer anyways. Not to mention it leads to rampant piracy which is why GoG one of the only sites that has them doesn't have the majority of games.
Many publishers either won't release their games on GoG, or only release them when they are old to avoid piracy

Well, that's very convenient. So you can carry your external drive around and play the games on any PC, right?
