Now, whether it's the "only" reason, i will admit there can be a different reason ONLY if you can provide at least ONE other good reason, since you're so hard stuck on this specific word.

But yeah, basically:
There's two possible ways Valve deal with storage.
-They have their own storage
-They buy a service that gives them storage.
But looking at this:

"The Steam Cloud allows games and the platform to utilize cloud storage hosted by Steam. Games can utilize Steam Cloud for storage of many different types of data, including game settings, save games, profile stats and other user-specific bits. Many Steam client settings are also saved via the cloud, including collections, friend nicknames and anything changed via the Steam client Settings menu. These settings will persist on an account regardless of which machine it is logged into, as the settings are pulled from the cloud upon login."
Basically they have their own data centers which of course you HDDs or SSDs.
And of course... how physics work xD:
When you run out of storage you need to buy more, so by lowering how much stuff users can upload the storage ends up getting filled up slower, which saves them money.
So yeah here is your proof that's literally backed up by Steam itself.
