Yeah, but the majority of users would like to be friends with the minority of people who do hit it.
Friends going on and offline, starting a game, viewing someone's profile page, and a couple of other things are all operations with an exponential component, done on Valve's servers that would get hit with the extra load if the friend limit was essentially unlimited. So yes, the change itself may be simple, but handling the consequences isn't. It's why Valve sought the middle ground by allowing people to raise the limit through leveling up.

I do remember a level cap. Users can leveling up by spending money. Either by buying cards on the market or buy using their cards and forgoing the income they would generate.
Tying the friend limit to Steam level also hampers the ability to use accounts for abuse.
And if you need to manage such a big amount of people that your friend list becomes small, that's what Steam groups were made for.
That's an excellent point about Steam groups. In fact many of my friends use them for such a purpose.
No. It isn't.
Every person on everyone's list has to be constantly updated to show their current status. If eveyone had 65535 friends, the amount of connections to and from users to update everyones status would rise significantly.
But even without that, no-one NEEDS that many friends, no-one knows that many people! You can on average keep track of around 200 friends, after that it's just baggage, not actual friends.
After we had levels you were also able to get out of limited account with any game CD-Key, or gifts and the like
But then scammers abuse that as well using bundles, or giveaways to unlock accounts, there for it was add to have to close it using funds, from a payment, so its cash, so its much harder to get fake once, or get it for free
