Report a translation problem
It does no other than in all "appmanifest_*.acf" files inside of the library (which are text files) change the "AutoUpdateBehavior" key from "0" to "1", i.e., from "Always update" to "Update only when launched".
You can do the same thing with e.g. a useful multi-file text editor's search/replace, or through Windows' "Powershell" such as per e.g. https://steamcommunity.com/discussions/forum/1/3203748171388504393/#c3761103845932515985
And yes, don't get me wrong; I also want a nicer way to do it. Just since there isn't one currently...
Not sure if they would be willing to bring it back either. They tend to remove features that their analytics show people are not using.
