A "dead" account doesn't mean it will never get used anymore. I can certainly understand people coming back to their account after years, find the custom url gone because of some numbnu and be pissed about it.
No matter the irrelevant fluff people bring up, such things are "first come, first serve" and it should remain like that in my opinion.
You wanting it is zero teason to remove it from the original creator.
Your account is 18 years so you had the chance to be the original creator prior to them.

not "dead", its deadass dead, i doubt theyll rememeber they had an account if theyre still alive
i dont think a person not using their account for 15 years will ever come back, not to mention they probably would not even care about losing a vanity url, since majority of 3 letter urls were taken by people that wanted to profit off selling the 3 letter urls
their account is 20 years old and most likely taken the url to resell it when vanity urls were added (huge percent of 3 letter urls are people who wanted to resell the urls)

It doesn't matter what you think, though. Or what you assume for that matter.
You want something that isn't yours. Trying to get someone to force steal it for you doesn't change that.
I get that it sucks if you want the url, but as is more often in life, sometimes you simply have to be there at the right time. And saying "I don't like it, I want it" isn't as compelling as you think it is.

I have a vanity URL so by that logic my opinion matters.
You missed your chance. Doesn't matter if the account isn't currently in use. The fact remains that it can still be. You can't predict whether or not that account owner is going to start using it again, nor can Steam Support.
Imagine that you had to take a break from gaming for a bit just to return and find your whole identity was revoked because your account went dormant temporarily. You would be fine with that?
Just the word "vanity" tells me it's redundant though.
