we need to upload pictures and videos in Community.

Many problems cannot be explained simply in writing, so adding the feature of uploading photos and videos to the community will make it much easier for us.

You can already upload screen shots and artwork to Steam.
Videos are uploaded through YouTube.

I assumed he was talking about like how you can upload images/videos on discord and they simply embed

Steam isn't too fond of previewing content embedded from other sites. Mainly because of a matter of control.
Steam cannot foresee the kind of content that'll be displayed coming from external places. That's why UGC is actually embedded and is previewed in the forums, but not picture from other sites.

They don't want people embedding imgur pictures displaying wieners dangling in the forums.

You can do it, sort of. If it's a game, upload a screenshot to Steam; if it's not, you could upload it as artwork. Then, paste the published file URL (not direct image URL, but the /sharedfiles URL) directly into the post, and it will show up as a preview.

It sucks, and artworks on Steam in 90% of cases ultimately don't serve their intended purpose, but it works.
