If someone looks at your profile, all the "artwork" is loaded with it, so that's an easy 10-50 MB that they don't need and never asked for.
GIF is also entirely the wrong format for stuff like this. Instead of asking for higer treshholds, just ask them to implement APNG or WEBM.

I also would like Steam to finally implement fixed backgrounds on profiles. Would solve a lot of these problems, too as the animation now no longer lines up. :D
If people like you are stressed and paniked that they use dialpul connection ,then dont check ppls profiles ;) ,get with the times !
The irony of telling someone to "get with the time" while clinging on an outdated format they misuse like it's the nineties instead of supporting "modern" formats more suited for their usecase.
("Modern" means ten years old, btw.)
MP4 with the h264 codec is older than Half-Life 2.
More correctly, we should ask the valve to implement for the images :

In addition, jpgxl supports animations. So we can say goodbye to obsolated gif.
With such compression technologies, the resulting images are of incredible quality: virtually indistinguishable from a quality .png image.
