Add "ragebaiting" to Steam Online Conduct
Please, steam, add "ragebaiting" to the list of things that are unwelcome in steam forums

for examples of this on steam, go to any game forum and look for the thread where someone that doesn't even play the game starts a thread complaining about the game while not giving any real examples of why it's lacking. It just adds to the toxicity on steam forums.

Exactly. Ragebaiting, whatever it is, enters the domain of flamebaiting and trolling. Report the comment and explain what they do wrong then let moderators handle it.

You could also exercise some self control.
People are only able to bait you if they are allowed to.

Because publishers/devs can moderate their forum how they want if they choose to moderate it themselves, they aren't forced to moderate it by Valves guidelines. Maybe they "won't" do anything because they disagree that anything needs to be done, as is completely within their right.

the problem is that mods are seemingly incapable of recognising most of the "bait" that's reported to them

Different cultures. It is why most of the communication on this board takes the form of unfalsifiable passive aggressive assertions because the rules ban insults but not insults that don't sound like insults. The resulting system breeds a certain class of user that is tragically common here.
