It's either an alt of an existing user or it's a new user hoping to be seen as popular or helpful by posting a lot.
Or its some sort of bot account. Either way, moderation should do something about them.
Badge spamming didn't work for the task because it was replaced 8 years ago with a new task to stop badge spam.
OP is just reading outdated guides.
Also and i think the real question is buying a game then refunding it still unlocking account limiter? if so it might be a exploit steam needs to address right away.

do you have any information if refunding a game they bought would allow them to keep the account non limited, i am curious as to if this is how so many scammers get away with non limited accounts.
also in the past many people say that refunded games aren't removed from the reviews, meaning it might be possible for bot farms an review fraudsters to buy games with new accounts, leave negative replies then refund the game , keep the account unlimited and technically reuse the refund to do the same with the next game they want to negative review.
I am all for helping steam put stop to this type of platform manipulation.
If they refund to the Steam wallet, they stay unlimited. If it was refunded to an external payment method, they are retroactively limited again unless they also have spent or added $5 in another transaction.
Refunded games still show up for reviews but it will say "product refunded" in the review and will not count towards the overall rating %.
If one refunds, then the amount contributed falls under $5 and it reverted to a limited account. Any levels gained are still present and visible, but will not increase until the account makes a $5 purchase.
Most scammers likely buy accounts from 3rd party sites. Often VAC banned accounts. Others may use a fraudulent purchase method that will get the account locked some time latter and commit their scams during that time.
