Valve does not have the data. Nobody has the data. Nobody has tested every game on every combination of hardware and software.

All the games can't check the "better graphics" when u open it? steam can do the same.
Furthermore, if you have the "minimum requirements" option on Steam, simply pair with the current detected hardware.
