If you're playing a game where you're dependent on a guide and only have one monitor, you will be dependent on the in-overlay browser letting you scroll through easily. But you can't. Middle-mouse button the part of the browser and it will barely budge up and down (scroll-wheel scrolling).
What about ctrl-f and search? Don't bother pressing enter because it won't jump to the next term.

Looks to me like Steam just isn't handling the html css. Some of that client css is stored in the Steam install files.
I had a similar problem yesterday, but the page was white and more corrupt. I had to go into the Steam settings and Clear Cache, reboot and that fixed it.
Because I don't have this issue on my Win 10 device. In the beta channel.

Yeah. plus aesthetics are subjective :/. so "improving" is just making it better for some, and worse for others.
