This^ but Steam first. The Steam Deck UI they ported over takes a bit to get used to.

Mine shows as a Playstation Button then menu.
Yes, it does and kind of feels like it too. I chose the wrong option the first few times and was like "WTF?" when I closed Steam or my PC.
Even Windows has three layers. Click on Windows, Power, then choose shutdown or restart.
Takes me two second to exit BPM, after I figured it out the first time.
I don't hit the BPM button on accident either, though I have started it through the controller by accident. Forgot it was plugged in and pushed the PS button, trying to turn on the Bluetooth.
You may want to suggest hiding of the BMP button as that seems to be you main issue. I can understand that one at least, especially if you don't feel you will ever use it.
A confirmation box could also be an option.
It's a mild annoyance to me, but an annoyance nonetheless.
