We don't need an everything app. You can already have a clock sitting beside you, you more then likely have a phone already and can set that up to show you the time. You can have a watch on. Heck you could have a program on the computer tell you the time every hour.
Is this a simple feature, yes, but if every "simple feature" got added, Steam would get far more bloated then it already is.
If you want in-game, then that would be for the game's developer to decide.
If you want it in the Steam Overlay, then that would be Valve.
Personally, I have a phone next to me and can keep an eye on the time (as well as set a timer and alarms) independently of my computer.
Open the overlay.
Open the browser.
Go to a website like https://time.is/ .
Display your current time by picking your time zone.
Shrink the window as small as it will go while still showing the time.
Move the window to wherever you want to have it located and click the pin icon to pin it in game.
Set the window opacity to your liking.
...and test it out.
You can try other clock sites. I just gave a single example. There are many with darker backgrounds and display size.
It is just a workaround.
The time is site has a white background that you will definitely notice, even at the highest opacity. You can try to find others though.
