Utilise the splash screen with security information
You know that splash screen that always comes up when starting Steam? The one that takes away focus and interrupts whatever you were doing right now?

Why not display a helpful (or funny) messages on it similar to loading screens? Everybody sees that daily, so the helpful ones will sink in through the power of osmosis.

"Steam support will never contact you on Discord."
"There are no pending bans. Don't trade away your items."
"Always log into steamcommunity.com before trying to log into other sites via SteamID."
"Remember to take frequent breaks when gaming."
"Drink water"
"Obey the Combine!"
"Help me! I am being held hostage in GabeN's basement."

Since it can't be removed like people have suggested because they hate the new splash screen, I do not disagree.

That's a very nice idea. There is a lot of space on that splash screen, that could be somehow used.

Since it's a loading screen, they could just treat it like one.
My only gripe is I don't know others but in my case the splash window shows and vanishes quite fast. That doesn't leave much time for reading long sentences.

PS: Can I add "Pick up the can" to the list of hints?

It lasts 1.5 seconds on my PC. A short time to actually read the message.

An alternative would be to a "Tip of the day" message once Steam has booted which you need to close BUT some are complaining about the splash screen, so the alternative may also get flak.
