You can download them right now, but here is the issue... if the games still require Steam DRM to run you're going to have to have the latest version which will only be running on windows 10+.
And no Valve can't remove the Steam DRM requirement because that would be illegal for Valve to do. They don't own the games. They also don't have the source codes to remove the Steam DRM.
You should go and contact all the ones that still require Steam DRM and ask them to remove the need for it, though that could mean you lose a bunch of stuff like achievements and other related stuff.
Edit: Found another one, Just Cause 3 even says "OS: Vista SP2 / Windows 7.1 SP1 / Windows 8.1 (64-bit Operating System Required)"! What da hell?

All running on Win10.
So here's the thing. Just because a store page only mention 7 it doesn't mean it only works on 7. It just means the developers hasn't updated it.
If you find a game you think doesn't run on Win10, just go to youtube and search the game name and add Win10 after it.
Rockstar did not update the store page for Max Payne 3 and LA Noire as they are responsible for the store page. Secondly Max Payne 3 and LA Noire run on Windows 10. I have them.
That more says what os was out at the time. And devs are very slow in updating their reqs.
Plus devs try their best to code their games in an OS agnostic fashion. I.e they try not to lean too heavily on features specific to a particular version of the os, or a particular hardware driver.
They learned their mistake during the voodoo days.
Every one of those games can be run on windows 10.
The only thing thats going to stop working is the steam client when it switches over. Meaning if you are running windows 7 you will no longer be able to run the steam client.
BUT if you get the free or even cheap upgrade to windows 10 you will still be able to run all those.
I'm able to run games from 20+ years ago on my windows 10 machine... long before windows XP was even around. None of them mention windows XP, Vista, 7, 8, 8.1, 10 or 11... but they all work on them. Some times a little prodding needs to be done for some of the really old ones but still. Heck I have games that I ran on windows 3.1 around somewhere here and I bet you they will run on windows 10. If I could only figure out where that DVD was.
What you are looking at on that page is the MINIMUM requirement, even the "recommended" is a this is the minimum you should have. Meaning you need windows 7 or higher. Just because it doesn't include windows 10 or 11 doesn't mean it won't run on them.
Do you think a game won't run on a system that has more ram then it asks for? A more powerful CPU then it asks for?
The reason why it doesn't include windows 10 is because there are no developers around to bother testing it fully to make sure it works on it.
As Crazy Tiger says... you are taking the requirements too literal.
Before that, they did have an announcement and a FAQ article stating XP would stop working.

So they did know the update would finally kill XP support, through they did stop supporting XP updates a few years before.
Also around the need to switch to an updated version of CEF, just like with Windows 7.
They likely haven't made specific updates in regards to Windows 7 in a few years either.
