Because just think of all the complaining that would happen on the forums from people who had stuff deleted that they can never get back and Valve won't restore it just like they don't restore stolen items because someone let a hijacker in. We still get complaints about that today on the forums.
It was also clogging up the support tickets... which is what this would do with people "accidentally" deleting something and then wanting it back.
Or getting their account hijacked and then filling up their support tickets and posts on forums whining about why Valve returned one thing but not another.
Again just make it an advanced hide. It does what you want, you will never see it again if you don't want to but if you want to you can...
Seriously why is that a worse idea then actual deletion?

Pretty good to get around the inventory cap and to hide special things.
Some people hoard an immense amount of items, which as mentioned previously, due to the flawed system, generate many requests and slow down the page to a crawl.
For many years, automated trading has been very prominent. While in a grey area in terms of ToS, it is undeniably an important part of the economy, and considering that it currently suffers due to last year's rate limits (as well as anything at all that tries to access inventory systems, including statistics sites and actual traders), something needs to be done about it.
And now to the item removals. Sales have been pumping out many free untradable items, and anything acquired via Points Shop contributes to the grand total. It feels wrong not being able to remove clutter if it prominently appears in emoticon/sticker selection. If making big changes to properly remedy the other issues would take too long, item removals could reduce traffic to some extent.
Now... the change just from introducing some way of hiding/deleting untradable items wouldn't be so significant, but the lack thereof points to the greater underlying issue; an outdated system.
