Afaik that violates more than a few compliance guidelines for several card providers.
That sounds more like Steam wants to use a repeat-purchase flow with a stored unique token; but your bank or Steam's payment provider doesn't support it (properly); don't negotiate the transaction correctly; and it errors out.
You should ask your bank to look into that, because if it keeps happening and at one point they start suspecting fraud and issue a charge-back of their own volition; it can end up with Valve locking down your Steam account.
I get periodic checks of the CCV with a years old card number. Not every purchase, but it does check now and then.
Im not sure if theres a trigger or if it is random.
If I "save" it, then delete it afterwords, then it keeps the billing information and all I have to re-enter is the card, date and numbers on the back.
A good alternative, if anyone is interested in one.
