If Developers are not telling you about the achievements, why should Valve? Maybe the developers wanted to keep them a surprise or something. So again 100% up to the developer of the game.
Did they post an announcement that displays in the What's New shelf?
Recently a game added an achievement and I could not find which one it was.Since I despise the what's new shelf I ignore it, But luckily the dev did a news post about it and I happened to stumble upon it since the game had an update as well.
Some devs do let you know about new achievements but some just don't. You also would have to check the news feed everyday. Just no. Not to mention opening all the update posts.
I keep thinking I'm done with Vampire Survivors, but then it gets another update which adds another few achievements. I've caught the update announcements so far, but it's easy to imagine how I might miss one.
Or people could ask the central platform that 100 % controls the achievement system and could automate such messaging to automate such messaging instead of relying on every developer to do it.
Having a single point of access and information for their gaming is one of the main reasons why people use Steam after all. And some even go so far to *only* use Steam for that reason.
