They lied. Points Shop items are created/maintained by the developer.
If they didn't make them for SE, that is 100% on them.
Because they can't do anything about it either and their go to response is to ask on the forums.
I wish I had a montage of just that right now...
Every support service tells people to ask Steam support for anything related to Steam.
We see it all the time when people complain about pricing to those companies, come back and complain on the forums after Steam support tells them to post here and then get told it is up to the devs/pubs and not Valve.

If they released items exclusive to the Points Shop (animated backgrounds, stickers, etc.) and specifically set it up so they can only be obtained if Oldrim is owned, that would be a ♥♥♥♥ move.
