Imagine what could happen if any program could tell windows to run another program as admin. That would open up a huge load of security issues.
It would indeed be a major security issue, especially where there's no password on the admin account,
Running Steam as an admin is a bad idea as the permission is given to all other sub-executables that are ran. That means if malware added it's self to your games list and you clicked on it, you would be giving it assess on an admin level with no warning.
I am also now aware of any service that has a launch option for such a command, only through windows permissions.
When you click play from Steam it'll run the game as Administrator.
In newly opened explorer window -> Right click game's executable -> Properties -> Compatibility -> Run as Admin.
While it's technically possible for the Steam Client to launch something as admin, it's not neccesarily a bad thing to keep this out of the hands of nitwits.
There are some utilities on Steam that require administrative privileges, however these automatically request the privileges as required on launch.
If you have errors with a game on Steam when running as a limited user, you should check the file permissions where it needs to save as you may have a filesystem permissions error.
Most times, you shouldn't need to run a game as administrator unless you have file permissions issues.
