There was never a friends of friends setting on Steam. I onle recall ever seeing this on Battle.net with Blizzard, but it was removed shortly after as people complained about privacy and people seeing their real name when they didn't give permission for it.
There was a users only setting, where only logged in user could see your profile, but that was found to be pointess as account are free to make, so it was removed.

I remember that and "Users Only" -visibilities both disappearing on the same date.
On that note, you can also check the user's status if their profile is Public.
I can see if I'm Away or Snooze, if I check it from SteamRep.

Guess it was because I never used it that I don't recall it. Most likely hardly anyone used it and that would be one of the reasons why it was removed.
I've either been friends only or private.
What i want to ask is: Why not seperate displaying this, making this stupid argument kinda obsolete.
Because it wouldn't be obsolete. They would still say someone has somthing to hide and make an excuse as to what and why. Some users seem to fell it is their business what is on anyone and everyone's profile.
Just ignore anyone who says that. They are not really worth your attention at that point.
People will be like that, no matter what.
The thing is, why does it matter? If a profile is private or friends only, it is because the user wants it to be so. People would also object to haveing either one displayed as a friends only profile would cause an increase in friends requests, and a refusal would lead to the same situation of "you must have something to hide".
I get your points. For me this thread is closed.
My last sentences and advice for everybody else concerning this matter: If you want to add someone and decreasing the probability not getting reject. Be exhibitionistic!
Better yet, don't invite random people. Either talk to them in the forum or in-game first.
Assume that everyone has 10 friends and you will only ever know 5 of them. SO for each person on your friends list there would be 4 people that you do not know who would have the same privs as friends.
