Upgrading a pre-order
I have run into this issues twice now, the first time my fault for buying the wrong edition, now a separate incident where a game was gifted to me.

There is no option to change a gift, or purchased pre-order to a higher edition of the same game. I recently received Hearts of Iron IV as a gift from a buddy through steam. He got me the cadet edition, which is awesome, but I would like to upgrade to the Field Marshall edition, but I have no course of action. Even steam support said it was a no go, I would have to return the game to the friend that bought it, figure out some other way for him to add money for it, then purchase the significantly more expensive version. Very rude to him honestly. Why is there no way for me to upgrade my preorder and pay the difference?

The first incidence I had to get refunded for the game then re-buy the correct version.

That would be in the realm of the developer. They can always offer an upgrade to X version of the game on the store page.

And just a little warning, bumping isn't allowed.

Hi, 7 years in the future, and they still haven’t fixed that, I am trying to change the edition on one I preordered and it’s taking forever to do.

7 years later and there is nothing to fix. If a game has two editions it is up to that game's publisher to provide an upgrade path from one to the other if they wish to do so. Valve can't enforce that on the game's publisher. It's not Valve's responsibility to do that.

I just went to upgrade a pre-order tier only to find out steam doesn't allow you to do so.
How is this not a standard practice?
