Each application is built against a certain set of libraries, and since Microsoft deciced so, you can't run something with different versions of libraries than the ones used for compilation. It's been going on for so long it's not going to be redone.
Use CCleaner (together with Winapp2.ini list) to delete all redistributables from Steam folders.
As i said, steam redists are part of the game content (checksum) and games won't start without them or they start crashing. And your ccleaner and humanitarian advice can not help there
Steam doesn't check any checksums every time you launch a game. Doing so would serve as another (rather useless) DRM-like protection.
If deleting those files would make games not start, then why people would bother with an automated way to delete them?
About redists, it's indeed pain and something like a common folder for all redistributables would be nice.
Also works on other games too, like your GOG folder.

Now, install/uninstall any game and watch it trigger the updates.
