I'm referring to the fact that people say and do these things on the comments section of peoples profiles, and two steam is not a private service if ANYONE world wide is allowed to join at any given time at their own leisure.

if it was a private service, you would have to pay for entitlement to use it, so do word that one carefully.

Facebook is not a Private service, Skype is not a private service, neither is steam, it is a public Hub that has a large community.

By definition they ARE with their own
rules.

Anyone can join isnt equal with you can do whatever the f you want.


But then the question comes to, why does everyone seem to do "Whatever the F they want" against the rules or not, with virtually ZERO punnishment of the act?

Like steam saying no harassing Users allowed, and meanwhile i see endless times and cases of people calling each other racial things, or even out right threatning each other, which is not only both against steams policy, but is also illegal.

And then weeks or months later i still see those same users repeating the same offence without punnishment.

Yes but if we have to go to human rights, everyone has the right to express themselves, i get what you are talking about, but seeing as people get away with threatning to kill each other in real life, or threatning to hack each others computers, or accounts on a dail basis, or using Racial slurs, religious hate speech, homophobic comments ect, Steam would otherwise just be a hypocrite to that action because of the fact it's in their Online Code of Conduct, and the end user agreement that such acts will result in punnishment, but steam still doesn't enforce it as heavly as they say they do.

All of those things - if encountered on the forums are act upon by the moderators. In game-chat you can report them for such behaviour and cases will get investigated. A real-time supervision of chat logs is impossible.
Things happening does not equal things being allowed or even encouraged.

I'm not talking about just private chats, or ingame chats, i'm talking about users intentionally going to anothers profile, and leaving hate comments on their comments page, or going around making steam groups to talk about and bully another user, and steam seems to do virtually nothing about it.

Anyways lets not go off topic, i support the idea, long as steam can use good methods as to helping people to filter and customise the way their client operates.

Those who think it's against the First Amendment, obviously have no clue as to what the whole freedom of speech is about.

This is a forum owned by a private company, and with that, they can do what ever they want, First Amendment has no say in here, if you really need the rigth to express yourself fully, then go and create your own blog or website.

First I though, no way I'm going to take that bait(troll), but I think you deserve a last answer.

We are in this topic talking about the forum, and it's within this forum Valve can do what ever they want (within the law), it's their forum(home/house) they set the rules, we as guests accept them or go somewhere else, because we have no other rights than those Valve give us.

Steam is a private company. They are not bound by the same rules and regulations as governmental bodies.

If they don't want you to show off pictures with gentials or inginte flame wars, that's their right. They are not bound by the "Freedom of Speech"-laws of countries.
On the other hand if you do so on a governmental-owned orum, you can complain about them impeding your right of self-expression.

You can go into a bar topless and the bar has the right to not serve you and ask you to leave. If needed by force.
You can go into the DMV topless and they have to serve you and if they force you to leave, you can play the freedom of expression card.

The things you mentioned earlier which are happening in Steam need to be reported for action to be taken. You are not informed about if and what this will be. If you see the same person behaving the same way later, chances are they haven't learned and e.g. his next will forum ban will be higher or permanent. Don't automatically assume that it was ignored.

it won't be worse, people already use disturbing profile pics, it would be just as impossible to moderate gifs, since no one seems to care about weird profile pics
